ADU Permits and Approvals in Santa Clarita

Getting an ADU permit in the Santa Clarita Valley starts with one question: does the city or Los Angeles County have authority over your parcel? From there, we prepare the file, answer corrections and carry it to approval.

City of Santa Clarita or LA County: Who Issues Your ADU Permit

The Santa Clarita Valley is a patchwork. The city itself covers Valencia, Saugus, Newhall and Canyon Country, plus neighborhoods it has annexed over the years; Plum Canyon came in during 2018 and Tesoro del Valle followed four years later. Land west of Interstate 5 near Valencia, along with Castaic, Stevenson Ranch, Agua Dulce and Val Verde, remains unincorporated Los Angeles County, even though many residents give a Valencia or Santa Clarita mailing address.

A mailing address is not proof of jurisdiction. The city offers a Residency Status Verification Tool that tells you whether a parcel is inside city limits. We check it, and the county's parcel records, before any design begins, because the two agencies use different forms, fee schedules and submittal systems.

The Santa Clarita ADU Permit Process

Within the city, Community Development handles ADUs in two steps, and the first belongs to its Planning Division, which sees every ADU and JADU. Planning checks the project against ADU standards: unit size, setbacks, height, entry, oak tree and Special Standards District requirements. Once Planning clears it, Building & Safety starts plan check, reviewing structural, energy, plumbing, mechanical and electrical compliance.

Correction comments come back from each stage. We revise the drawings, respond in writing and resubmit. After both reviews are satisfied and fees are paid, the building permit is issued and inspections begin. Fire department review by LA County Fire may also apply for access, hydrant distance or sprinklers on some lots.

LA County ADU Permits for Unincorporated Parcels

For lots in Stevenson Ranch, Castaic, Val Verde, Agua Dulce or unincorporated Valencia, the county runs a two-stage process. The Department of Regional Planning approves the ADU first, with the application submitted through EPIC-LA, the county's online permitting portal. After that approval, Los Angeles County Public Works Building & Safety handles the building permit and plan check.

County parcels can have their own layers. Agua Dulce, for example, falls under a county Community Standards District, and some hillside parcels need geology or soils review from Public Works. Properties on septic systems need approval for the wastewater system from county Environmental Health. We identify these extra reviews at the start so the schedule reflects them.

State Review Deadlines for ADU Permits

California requires ministerial review of ADUs and JADUs. A plan that meets objective standards must be approved without a hearing or neighbor appeal. A rule in effect since the start of 2026 gives reviewers 15 business days to say in writing whether the file is complete, and to list anything missing. Once complete, it has 60 days to approve or deny when a home already exists on the lot.

If the answer is no, the agency owes you a written explanation of each deficiency and a path to fix it. The agency must also offer an appeal, with a final written decision within 60 business days. These deadlines apply to both the city and the county, though correction rounds, which depend on submittal quality, often take more calendar time than the agency's review itself.

Common ADU Permit Holdups in the Santa Clarita Valley

Oak trees cause more delays here than almost anything else. Any oak on or near the work area falls under Santa Clarita's Oak Tree Preservation ordinance, with inspections done by the city's Urban Forestry staff. If construction or utility trenching comes near an oak, the project may need an arborist report and an oak permit before Planning signs off.

Other frequent issues include missing soils reports on sloped lots, unpermitted past work on the existing house, fire-zone construction details left off the drawings, and electrical load calculations that do not show the panel can carry a second dwelling. Each one generates a correction comment that adds a resubmittal cycle.

FAQs

Santa Clarita ADU Permit FAQ

When will my Santa Clarita ADU permit be issued?

The agency has 15 business days to determine completeness and 60 days to act on a complete application. Real timelines also depend on how many correction rounds are needed and how quickly they are answered, so the total varies by project.

Can my neighbors stop my ADU permit?

No. State law makes ADU approval a staff-level decision against objective standards. There is no hearing for neighbors to speak at and no appeal they can file against a compliant plan. Neighbors may still raise concerns with the city, but they cannot block a compliant ADU.

Which fees come with a Santa Clarita ADU permit?

Every project pays plan check and permit fees. Impact fees drop away entirely for units of 750 sq ft and under, and for any JADU within its 500 sq ft limit. Utility connection charges may apply separately.

What is EPIC-LA?

It is Los Angeles County's online permitting portal. For unincorporated parcels such as Stevenson Ranch or Castaic, the ADU application to Regional Planning is submitted there before Public Works issues the building permit.

Can an unpermitted ADU be legalized?

Often, yes. The usual path is to photograph and measure what exists, expose hidden work so an inspector can see it, and draw a permit set that shows how the unit will meet current code. Some work usually has to be redone.
