Valencia was planned village by village, and that planning still shapes where an ADU can go. We design and build ADUs for Valencia homes, starting with the question many owners skip: is the parcel in the city or the county?
Which Valencia? City and County ADU Permits
Valencia is the master-planned community Newhall Land built out in residential villages, each with its own streets, schools and parks. Most of it lies inside the City of Santa Clarita, where the city's Planning Division reviews ADUs and Building & Safety handles plan check. But not every Valencia address is in the city. Some land west of Interstate 5, including FivePoint Valencia and the Newhall Ranch area, is unincorporated Los Angeles County.
That matters more than any design choice. A county parcel goes through Regional Planning on EPIC-LA and then county Public Works, with different forms and fees. We confirm the jurisdiction with the city's Residency Status Verification Tool before drawing anything, so the plans are made for the agency that will actually review them.

How Valencia Village Lots Shape an ADU
Valencia neighborhoods were built in phases over several decades, so a home off McBean Parkway may sit on a very different lot than one in a newer village farther north. Older villages tend to have single-story and early two-story homes with modest backyards and attached two-car garages. Newer villages often have larger two-story homes on tighter lots, where the house covers more of the parcel.
Many Valencia lots back onto the community's paseo trail system or onto common greenbelts. A rear yard that borders a paseo may have a perimeter wall owned or maintained by an association, and HOA rules may limit what can be visible from the trail. That pushes some owners toward a garage conversion or a junior ADU inside the house instead of a tall backyard structure. Where there is room, a detached unit in the rear yard is still the most private option, and the state's 4-foot side and rear setbacks make it workable on lots that zoning once ruled out.
Valencia HOAs and ADU Design Review
Valencia is HOA country. Many villages have master associations and sub-associations with architectural guidelines covering roof tile, stucco color, window style and fencing. Under California law, an HOA cannot ban ADUs or impose restrictions that make them unreasonably difficult, but it can require exterior design that fits the neighborhood.
We read the CC&Rs and design guidelines before we draw elevations. The HOA submittal goes in alongside the city application, with materials and colors matched to the existing house. That keeps the HOA from becoming the last hurdle after the city has already issued a permit.
- Confirm city or county jurisdiction first
- Read master and sub-association guidelines
- Match roof, stucco and trim to the house
- Submit to the HOA alongside the city

Utilities and Construction on Valencia Streets
In Valencia, SCV Water supplies water, SoCalGas supplies gas and Edison supplies power. Most were built with underground utilities, so overhead lines rarely interfere with crane access for a prefab unit. Panels in older villages may still be 100 or 125 amps, which often calls for an upgrade before adding a full kitchen.
Construction access is usually through a side yard gate. On lots with narrow side yards or a shared wall with a neighbor, materials may need to be carried in, which affects schedule. Many Valencia streets have parking limits for work trucks set by the HOA, so we plan deliveries around them.
ADU Options for Valencia Lots
Garage Conversion ADU in Valencia
Attached two-car garages are standard in Valencia villages. Converting one gives a studio or one-bedroom unit without touching the backyard, and the city does not require replacement parking for the lost spaces.
Junior ADU in a Valencia Two-Story
Many newer Valencia homes have a downstairs bedroom and bath near the garage. Adding an efficiency kitchen and an exterior door can turn that suite into a JADU of up to 500 sq ft.
Detached Backyard ADU
Where the rear yard has depth, a single-story cottage with 4-foot side and rear setbacks keeps the most privacy. HOA design review usually focuses on its roof and color.
Attached ADU Along a Side Yard
Wider Valencia lots can take an attached unit along the side of the house. Utility runs stay short, and the addition can be designed to read as part of the original home.

FAQs
Answers for Valencia Homeowners Planning an ADU
How do I tell whether a Valencia address is city or county?
Start with the parcel, not the mailing address. The bulk of Valencia is inside the city, but parts west of I-5, including FivePoint Valencia and Newhall Ranch, are unincorporated LA County. The city's Residency Status Verification Tool confirms which side your parcel falls on, and that decides who issues the ADU permit.
Can my Valencia HOA stop me from building an ADU?
No. California law voids HOA rules that prohibit or unreasonably restrict ADUs. The HOA can still review exterior design, so we prepare plans that meet its guidelines.
Is renting out a Valencia ADU allowed?
Yes, for terms of 30 days or more. Santa Clarita allows the ADU to be rented separately from the main home but not sold separately, and short-term rentals are not allowed.
Does my Valencia lot back onto a paseo affect an ADU?
It can. Walls and slopes along paseos are often association property, and HOA rules may limit structures visible from the trail. We check the lot lines and guidelines before placing a detached unit.
