ADU Builder for Plum Canyon Homes in Saugus
Plum Canyon became part of Santa Clarita on November 15, 2018. Its roughly 2,664 homes, as counted at annexation, are now permitted by the city, which changes where an ADU application goes and which rules apply.
Plum Canyon ADU Permits After the 2018 Annexation
Before the 2018 annexation, Plum Canyon was unincorporated land under Los Angeles County. The annexation brought in about 1,037 acres along with Skyline Ranch and North Sand Canyon. Since then, the City of Santa Clarita has been the permitting agency: ADUs go to the Planning Division first, then Building & Safety for plan check.
The original permits for Plum Canyon homes were issued by the county. When an ADU ties into an existing structure, such as a garage conversion or an attached unit, we look up those original county records and any later permits. If a patio cover or garage alteration was never permitted, it becomes part of the conversation with the city before the ADU can move forward.

Plum Canyon Homes and the ADU Types That Fit
Plum Canyon is a Saugus-area neighborhood of relatively recent tract homes, many of them two-story houses on compact lots with attached garages and modest backyards. Panels and plumbing are newer than in the older Saugus tracts, which tends to simplify the utility side of an ADU project.
The trade-off is space. A backyard here may be just deep enough for a patio and lawn, and a detached cottage could take all of it. That is why junior ADUs and garage conversions come up often. A JADU of up to 500 sq ft can be made from a downstairs bedroom suite. A garage conversion yields a full ADU without giving up the yard, and lost garage spaces need not be replaced. Where the lot does have depth or width, state law still gives you a by-right backyard ADU, 800 sq ft at most, sitting as close as 4 feet to the side and rear lines.

HOA Rules and Street Parking in Plum Canyon
Many Plum Canyon tracts are governed by homeowners associations. The HOA's architectural committee will want to see exterior changes: a new entry door for a JADU, a window replacing a garage door, or the roof and walls of a backyard unit. California law limits HOAs from blocking ADUs, but reasonable design review still applies.
Parking is a common neighbor concern on compact streets. City rules for single-family lots leave out ADU parking entirely, yet a number of local associations control who parks on the street and in driveways. We review those rules with you so the plan for tenant vehicles is realistic before the unit is built.

Slopes, Open Space and Fire Zones Around Plum Canyon
Plum Canyon sits among hills on the north side of the valley, and some lots back onto graded slopes or open space. Those edge lots may be in High or Very High Fire Hazard Severity Zones, especially after CAL FIRE's 2025 map update for the county. An ADU on such a lot uses Chapter 7A construction and needs defensible space around it.
Slopes also affect foundations and drainage. A detached unit near the top of a slope may need a soils report and an engineered foundation, and runoff has to be directed away from the slope face. Many of these slopes have engineered terrace drains installed with the original tract, and new roof downspouts must not overload or bypass them.
ADU Options for Plum Canyon Lots
Plum Canyon Junior ADU
Turning a ground-floor suite into a JADU adds a private unit inside the house. The backyard stays untouched and impact fees do not apply at 500 sq ft or less.
Garage Conversion in a Newer Home
Newer framing, slabs and panels make Plum Canyon garages solid conversion candidates. The result is a full ADU that can be rented on terms of 30 days or more.
Detached Cottage on a Deeper Lot
Where the yard has room, a single-story unit of up to 800 sq ft offers the most privacy for a tenant or relative.
Combining Two ADU Types
A Plum Canyon lot can have a JADU and a conversion or detached ADU together, adding two units while the main house stays occupied.

FAQs
Plum Canyon ADU Questions
Is Plum Canyon in the City of Santa Clarita now?
Yes. Plum Canyon was annexed on November 15, 2018. ADU permits now come from the city's Planning Division and Building & Safety, not LA County.
My house was permitted by LA County. Does that matter for an ADU?
Only in finding records. The city reviews the new ADU, but we may need the county's original permits for the house to confirm what was legally built.
Can my Plum Canyon HOA stop an ADU?
No, but it can review exterior design. California law voids CC&R provisions that prohibit or unreasonably restrict ADUs.
What is the permit timeline for a Plum Canyon ADU?
Santa Clarita gets 15 business days for its completeness decision; after that, the 60-day state clock for a decision starts. Correction rounds add time, so submittal quality matters.
